New Masked OC

A new oc of mine. Here are the ideas I have for him:

-He carries around a marker since the markings on his face could get wiped out. He would re-draw the expression depending on his mood.
-No bullet can ever hit him, people think he has time stopping abilities or he could make objects go through his body, but in reality, his ability only really focuses on manipulating someone's brain/cognition. His power is psychological.
-He "makes" people think that he skins them alive, he can skin off their faces and wear them.
-He "makes" people think he stole their voices.

-Since he could manipulate your psyche, your body would be able to feel all of these happening despite it, in reality, not being true. His ability will be exposed if the person finds out that he is still intact by touching them. But in order for them not to do that, he either cuts off their hands or arms, straps them down along with blinding them or blind folding them.

-His job is an undercover surveillance officer/cop.
-He is highly skilled in hand to hand combat and a known marksman (this is because of the training he has to go through.)

-He is allergic to seafood
-He is terrified of live fish, no matter how small they are.
-He actually has no right arm, that right arm was chopped off during a failed mission he had with a comrade. It's a prosthetic, but he rather covers it and make people believe he has both normal arms. He likes to act like someone has the upper hand when his arm is 'chopped' off. He would scream in pretending pain, then laugh hysterically, then sit up, waving the arm at you, then proceeds to smack you with it. (please dont cut his arm off..)

-He loves music
-He can't play instruments to save his life much more sing

-No newbie has ever seen his face.
